Mayor Bill Johnston called the regularly scheduled council meeting of the Town of Churchbridge to order on Monday, October 18, 2021, with all the council members present in person or via phone.

After reviewing the agenda, Councillor Gallant made the motion to accept the agenda; the motion passed.

Next, the council reviewed the minutes of the regular meeting of September 27, 2021. Councillor N. Thies made the motion to accept the minutes as reviewed; the motion carried.

Reports

Council Standing Committees were next to be reviewed by the council with each councillor sharing any standing committees that they are responsible for. 

Next, CAO Renea Paridaen gave the Administrator Report, informing the council of what has gone on in the town office as they reviewed the written report submitted to the council. Councillor Antosh-Cusitar made the motion, the motion carried.

Old Business

The Lot Grading Plan with Catterall and Wright was discussed by the council. It was decided to cancel the lot grading plan with a rescinding the motion to have a Lot Grading Plan made by Councillor Antosh-Cusitar; the motion carried.

Ditch Cleaning was next to be discussed. There is a bush that needs to be cleared along the tracks in town. Councillor N. Thies made the motion to amend the Nuances Amendment Bylaw to include “any drainage issues caused by long grass and bush”; the motion for first reading was tabled until the next meeting.

Quotes for the downspouts for the hall and campground building were reviewed. Councillor Antosh made the motion to accept the quote from High Angle, the motion carried.

Shingles/Gravel for dust control was next to be discussed, the council reviewed and observed the shingle/gravel product, more information is required to make a discussion. 

Correspondence

The council reviewed the correspondence received by the town over the last month including a Boat Parking Request; it is questioned if boats can be parked in the campground rental area. Councillor Antosh-Cusitar made the motion to allow boats after the closure of the campground until the campground opens; the motion carried. Councillor N. Thies made the motion to have the same fees for boats as campers; the motion carried. Retroactive Salary Costs regarding the RCMP was next and Mayor Bill Johnston made the motion to send a letter to the RCMP stating they disagree with municipalities being charged for retroactive wages; the motion carried. Safety Improvement was mentioned with the Minister of Highways & Infrastructure, as well as the Saskatchewan Economic Development & Leadership Conference. Councillor Antosh-Cusitar made the motion that Councillor N.Thies attend this conference; motion Carried. Saskatchewan Municipal Awards was next discussed, as well as a request regarding the Transfer Site. Councillor Antosh-Cusitar made the motion to draft a change to the Transfer Site Summer/Winter Hours of Operations; the motion carried. Councillor Gallant made the motion to file the correspondence; the motion carried.

Accounts

The council reviewed the List of Accounts for Approval. Mayor Johnston Declared a Conflict of Interest and left the meeting. Councillor Gallant made the motion to accept the list as reviewed; the motion carried. Mayor Bill Johnston then returned to the council chambers.

The council reviewed the financial statement and bank reconciliation prior to Councillor N. Thies made the motion to accept them as reviewed; the motion carried.

New Business

The council talked about a proposed change to shipping containers. CAO Paridaen informed the council about the zoning bylaw pertaining to C-Canisters. Councillor Gallat made the motion to amend this bylaw as reviewed; the motion carried.

Water and Sewer Rates Bylaw 2021-006 was next on the agenda. After reviewing the bylaw, Councillor Galant made the motion to have the first reading of this Bylaw; the motion carried. Councillor N. Thies made the motion for the 2nd Reading of this bylaw; the motion carried.

Modified Budget 2021 and Loan was next to be reviewed by the council. Councillor N. Thies made the motion to accept the Modified Budget 2021 and Loan; the motion carried.

Accounts Receivable to Taxes was next discussed. CAO Paridaen is requesting the reviewed accounts be added to the residents’ taxes. N. Thies made the motion to add them to the tax; the motion carried.

Administration Assistant and LGA training and full time were discussed. Councillor N. Thies made the motion to have a full-time administration assist; the motion carried. 

The Operation Plan for the Transfer Site was next to be discussed. It needs to be amended and resubmitted. Councillor N. Thies made the motion to amend the plan and resubmit it; the motion carried.

The council went in-camera to discuss Public Works Employee Hiring with a motion by Councillor Gallant; the motion carried.
