Wednesday, December 8, 2021, at 6:00 P.M. Mayor Gordon Barnhart called the regularly scheduled council meeting of the Town of Saltcoats to order all members present.
The council began with the approval of agenda prior to Councilor Pearson making the motion to accept the agenda as reviewed; the motion carried.
Public Works
The council reviewed the monthly review of the Public Works Operational Report for October 2021. Forman Denis Hunt was present to review the report with the council. Councilor Hutchings made the motion to accept the report; the motion carried.
The Public Works Report for October 2021 was next to be reviewed. Councilor Issel made the motion to accept the report; the motion was carried.
The Water Treatment Plant and Lagoon Report was reviewed and discussed.
SMB Approval for Water and Sewer Rates Bylaw 08-2021 was next on the agenda; this bylaw will be implemented on January 1, 2022.
Minutes
The council reviewed the minutes of November 17, 2021 regular meeting prior to Councilor Pearson making the motion to accept the minutes as reviewed; the motion carried.
Next, the council reviewed the list of actions lists including Addendum A, B & C. After a discussion, Councilor Walischuck made the motion to accept the action list; the motion carried.
Financials
The council reviewed the list of accounts for payment. After a short discussion, Councilor Walischuck made the motion to pay the bills; the motion carried.
The Monthly Financial Report for November 2021 was next to be reviewed. CAO Larson reviewed the town’s financials with the council and Councilor Pearson made the motion to accept the November 2021 Monthly Financial Report; the motion carried.
The council reviewed the unpaid utility report as well as the unpaid tax reports for November 30, 2021.
The council then reviewed the tax arrears for the same period.
Personal
The council discussed what training should be done for 2022. Councilor Walischuck made the motion to approve the CAO taking 4 webinars in 2022 at a total cost of $200.00; the motion carried.
New Business
The council discussed the audit letter.
Next, the council reviewed the committee changes for 2022. The council reviewed the new list prior to Councilor Pearson making a motion to accept the list; the motion carried.
The Saltcoats Christmas Light Contest was next to be discussed. CAO Larson made a wreath as the prize for the best lights.
Next, the council discussed a request to forgive interest on a tax account. After a short discussion, Councilor Walischuck made the motion to forgive the tax penalty. This motion was split of 3 yes and 3 no; as per the bylaws, the motion was defeated.
A webinar dealing with difficult conversations was next to be discussed. The course is in Melville early next year and CAO is requesting to take this course. Councilor Hutchings made the motion to allow CAO Larson to attend; the motion was carried.
There has been a request for a tax exemption received by the town.
Saltcoats Minor Sports made a request to pay the employee for the rink through the town, with minor sports repaying these wages at the end of the season. Councilor Buchinski made the motion to allow this; the motion carried.
Correspondence
The council reviewed the correspondence received by the town over the last month including Sask Health Bulletin re: Holiday Gatherings; Sask Health Bulletin re: Mandatory Masking Indoor Public Spaces; Technical Safety Authority; Area Meeting Documents and Ministry Of Government Regulations re: New Construction Regulations. Councilor Hutchings made the motion to file the correspondence; the motion carried.
Councilor Pearson made the motion to adjourn the meeting; the motion carried.
