On Wednesday, February 16, 2022 at 6:00 P.M. Mayor Gordon Barnhart called the regularly scheduled council meeting of the Town of Saltcoats to order.

Delegation

Mayor Barnhart gave the floor to a delegation for their presentation on the extent of taxes being charged, and the council explained to the delegation the assessment process SAMA used to assess properties. 

Agenda

The council reviewed the agenda as presented, before Councillor Denbrok made the motion to accept the agenda as amended; the motion carried.

Minutes

The council reviewed the minutes of January 19, 2022 regular meeting before Councillor Walischuck made the motion to accept the minutes as reviewed; the motion carried.

The council reviewed the Addendum A, B,&C before Councillor Pearson made the motion to adopt the actions List; the motion carried.

Public Works

The council reviewed the Waterworks Operational Report for January 2022. Foreman Denis Hunt was present to review his report with the council. Councillor Pearson made the motion to accept the Waterworks Operational Report; the motion carried.

Next, the council reviewed the Public Works Report for January 2022. Councillor Walischuck made the motion to accept the Public Works Report; the motion carried.

Carrying on, the council reviewed the Water Treatment Plant Report. Councillor Buchinski reviewed the Water Treatment Plant Report with the rest of council. Councillor Pearson made the motion to accept the report as reviewed; the motion carried. 

Finally, under public works the council reviewed the Landfill ICIP Grant Funding. The council will be applying for a Scope Change on this grant to be able to cover the cost substantially more than originally applied for. Councillor Bachinski made the motion to accept the 2021 Ground Water Report; the motion carried.

Councillor Bachinski made the motion to request a rescoping of the ICIP grant; the motion carried.

Mayor Barnhart made the motion to request an extension on the corrective measures for the landfill; the motion carried.

Financials

The council reviewed the List of Accounts for Approval – January 2022. CAO Larson was present to answer questions the council may have on the list of accounts. Councillor Denbrok made the motion to pay the bills; the motion carried.

The Monthly Financial Report for January 2022 was next. Councillor Issel made the motion to accept the January 2022 Financial Report; the motion carried.

Bank Reconciliation for January 2022 was next to be reviewed. Councillor Denbrok made the motion to accept and the motion carried.

The council continued by reviewing the Unpaid Tax Report as of January 31,  2022, Unpaid Utility Report as of January 31, 2022, as well as the Arrears by Year report.

Personnel

The CAO Report was first to be heard as CAO Larson reviewed her report with the council.

Councillor Denbrok made the motion to go forward with hiring Hans Bosshard to work in the water treatment plant; with an amendment of Motion 14-22 to change the hire date, the motion carried.

Councillor Pearson made the motion to end the probation of Lisa Maddaford, who is working in the office; the motion carried.

Business Arising From Minutes

The council discussed the Tax Abatement request by Unlimited Holding. The council will wait for the Reassessment from SAMA.

The council discussed the Development of the Bylaw Enforcement Policy; deferred.

Next, the council discussed establishing the town’s Complaint Policy. The administration will develop a policy for receiving complaints and the process of handling complaints.

New Business

The council discussed the Cornerstone Credit Union closure. With the branch closing in Saltcoats, this will mean it will be necessary to travel to Yorkton to make deposits. The administration will discuss the situation with the present bank manager. Councillor Denbrok made the motion to renew the term deposit; the motion carried.

Next, the council discussed the Lagoon Compensation. Administration will be drafting a letter with a motion by Councillor Issel; deferred.

Carrying on, the council reviewed Bylaw 01-2013 – Special Permit to Sell Fireworks. Councillor Pearson made the motion to give the new owners of the Esso a Special Permit to sell fireworks; the motion carried.

The council reviewed and discussed a letter from a concerned citizen. 

Carrying on, the council discussed J. Hutchings re: Pasture Land Lease Renewal. Councillor Buchinski made the motion to renew this agreement and extend it to 5 years. 

Next, the council reviewed a request for permission to have a snowmobile derby; with the new trespassing laws in effect as of January 1, 2022 written permission is required. Councillor Issel made this motion; the motion carried.

The council reviewed and discussed Committee Appointment. The council reviewed the committee appointments and accepted the recommendations from CAO Larson. Councillor Denbrok made the motion to accept the recommendations; the motion was carried.

Carrying on, the council discussed the Community Hall and the agreement.

Shipping containers were the next topic of discussion. Shipping containers are waterproof, rodent-proof and very safe for storage, and the administration has been asked to draft a bylaw.

The council discussed the purchase of a new turbidimeter, which is used to measure the turbidity levels in the town’s water. Councillor Denbrok made the motion to purchase this item, 

Next, the council reviewed the Statistics Canada 2021 Report.

Councillor Buchinski made the motion to accept a development permit; the motion was carried.

COVID Regulations – with the mandates being removed by the province, the council will follow provincial standards. 

Correspondence

The council reviewed the correspondence received by the town including: White City, Government of Canada NWPTA, WCB Fire Department, RCMP Update, Eaglestone Lodge and S & S Gibler. Councillor Pearson made the motion to file the correspondence; the motion carried.

Councillor Pearson made the motion to go in-camera; the motion carried.

Adjournment

Councillor Waloschuk made the motion to adjourn the meeting; the motion carried.
